Melt red candy melts with vegetable shortening (1 tablespoon of shortening per 1 cup of candy). Spread melted candy evenly on a sheet of waxed paper to 1/8-inch thickness. Place on a cookie sheet and refrigerate for 5 minutes. Cut a 2 1/2-inch octagonal template from cardboard. Place the tip of a small knife in a small bowl of hot water to warm up. Remove the knife and wipe dry; use to cut out candy octagon. Frost the cupcake with chocolate frosting; roll the edge in crushed chocolate wafers. Attach candy octagon to the top of the cupcake. Use white frosting to pipe the word STOP on octagon and to outline sign.
